On June 27, 2019, the University of Law, Hue University in collaboration with the European and Vietnamese Legal Cooperation Association co-organized the conference on "Civil and Contractual liability - Experience of Vietnam and the Union European". The conference was held at University of Law, Hue University.

Attending the Conference, on the side of European and Vietnamese Legal Cooperation Association, there were the attendances of Lawyer Ngo - Folliot Thi My Hanh, President of European and Vietnamese Legal Cooperation Association and Members. On the side of Thua Thien Hue province and Hue University, there were the attendances Assoc. Prof. Dr. Do Thi Xuan Dung, Deputy Director of Hue University; representatives of the Department of Justice andThua Thien Hue Province Bar Association. On the side of the University of Law, there were the participations of Assoc. Prof. Dr. Doan Duc Luong, Rector and more than 100 delegates who are lecturers, PhD students, graduated students and students; Vietnamese and French experts, scientists.

For the opening speech at the Conference, Assoc. Prof. Dr. Doan Duc Luong and Lawyer Ngo - Folliot Thi My Hanh, President of the European and Vietnamese Legal Cooperation Association, stated: in the context of developing a market economy, the role and the position of the contract not only takes place in civil, business and commercial life, but alson in the field of state administration. Accordingly, instead of having to make an administrative decision, people can establish a contractual relationship - "administrative contract"; In this relationship, all parties have equal status. The contract is an agreement between the participants but one of them is the state administrative agency - the agency representing the public - as a legal entity. Civil liability is also an issue receiving the attention of many many authors as a wide range of research topics covering many legal issues.

The conference has 30 articles focusing on 2 groups of issues: Regarding civil liability, the authors focus on the first group of issues: liability for compensation for breach of contractual obligations, analysis of conditions and obstacles in the process of law application. In-depth groups of topics such as compensation for contracts on international sale of goods, international marine carriage of goods, insurance contracts, etc. The second group of issues is non-contract damages, which are studied from general issues to specific issues. In-depth articles on compensation for damage caused by marine environment pollution caused by ships, compensation for reputable damages in commercial business, etc. There are also topics on compensation of administrative damages and civil proceedings, on which one party is the State in carrying out public duties causing damage.

The conferencr received 25 comments, discussions and many questions for the authors. The conference is an academic forum to discuss related topics, thereby creating a channel for exchanging and sharing academic knowledge, enhancing cooperation and research among leading experts in the country and in the world.

Summarizing the conference, Assoc.Prof.Dr. Doan Duc Luong and Lawyer Ngo - Folliot Thi My Hanh evaluated the contents achieved. The conference has contributed to the development of Hue University in general and the University of Law in particular in the field of scientific research. The University always wishes to receive more sentiments and cooperation from the European and Vietnamese Legal Cooperation Association, the French Embassy and other relevant agencies in international cooperation on scientific research in the following years. After the conference, presentations, articles will be printed as materials for researching, teaching and learning of teachers and students in this field.
