On May 19, 2022, the University of Law, Hue University and the Institute of State and Law, Vietnam Academy of Social Sciences co-organized national scientific conference on the theme "Law in the socialist rule of law state" Vietnam: Theoretical and Practical Issues".

Within the framework of the workshop, on the side of Thua Thien Hue province, there were the participation of many delegates: Mr. Tran Thanh Lam, Deputy Director of Legal Aid Center, Department of Justice; Mr. Phan Hong Anh, National Assembly Delegation; Mr. Le Duc Khanh, representative of the People's Procuratorate; Mr. Hoang Quang Binh, Chief of Criminal Court, People's Court of; Lawyer Dang Thi Ngoc Hanh, Chairman of the Bar Association. From the Institute of State & Law, Vietnam Academy of Social Sciences, the conference was honored to welcome: Dr. Pham Thi Thuy Nga, Vice President of Vietnam Academy of Social Sciences and other members of the Delegation. Many scientists’ representatives from universities including Master Nguyen Le Ly, Bac Lieu University; Dr. Nguyen Linh Giang, Academy of Politics Region III; Dr. Nguyen Thi Chau, Rector of Nguyen Chi Thanh Politics School; Dr. Nguyen The Phuc, Dean of the Faculty of Political Theory, Hue University of Science also attended the conference.

On the side of University of Law, Hue University, there were the participation of  Assoc. Prof. Dr. Doan Duc Luong, Rector and Assoc. Prof. Dr. Nguyen Duy Phuong, Vice Rector; affiliated units’ leaders as well as all lecturers, scientists and students of the University.

Speaking at the Conference opening, Assoc. Prof. Dr. Nguyen Duy Phuong, Vice Rector of the University and Dr. Pham Thi Thuy Nga, the Institute of State and Law’ representative delivered a congratulatory speeches to the Conference. Two units’ leaders shared the same opinion: In Vietnam, the core values of the rule - of - law state on people's sovereignty, ideology of upholding the values of fairness, justice and human rights has been directed by the Party and President Ho Chi Minh since the early days of the country's founding. It has become the cross-cutting thought of the Vietnamese revolution and expressed in many articles and speeches of President Ho Chi Minh, in the Party Platform and the Constitution of the country.

The University of Law, Hue University, therefore, was very pleased to cooperate with the Institute of State and Law, Vietnam Academy of Social Sciences to organize a national scientific conference on the theme: "Law in the Socialist Rule-of-law State in Vietnam: Theoretical and practical issues". The conference’s content has very practical significance in helping to better identify the structure, components and its relationships of the Socialist Rule - of - law model of Vietnam, thereby orienting and determining appropriate steps and stages for the process of building and perfecting the Socialist Rule - of - law State of Vietnam in the coming time.

Dr. Le Thi Nga, Dean of the Faculty of Administrative Law, on behalf of the Chairman, presented the introductory report on issues related to the Conference. Dr. Le Thi Nga said: The conference had 70 high quality articles for the Conference Proceedings publication in which there were 42 articles from national leading scientists.

There were 08 presentations at the Conference with the following contents: (1) a group of articles on the overview of the rule- of - law theory and international experience. Specifically, 4 papers with high scientific content delving into the identification and clarification of the origin of the concept of the rule - of - law state, rule - of - law principles and the requirements of the rule - of - law principles in building the rule - of - law state; thereby drawing conclusions about universal values, specific values about the developing process of concepts “the rule - of - law” and “the rule of law state” and lessons learned for applicable key policy implications for Vietnam. (2) Topic group on the theory of the socialist rule - of - law state in Vietnam and the requirements for law improvement with 11 articles discussing the trend of law improvement in the context of building the rule of law in Vietnam socialist rule - of - law state for assuring socialist democracy, human rights and citizens' rights. This group of articles delved deeply into identifying the concept of the socialist rule - of - law state and the basic requirements of building a socialist rule - of - law state in Vietnam. In particular, the emphasis was on clarifying the normative factors from society requiring changes in the institutional framework to meet the democracy assurance; respect, ensure and protect human rights and citizens' rights, human-centered development; respect the Constitution and the law; meet the international integration’s requirements. (3) Topic group on perfecting the law in specific fields accounts for a large number with 27 articles in depth on each aspect: Constitution, administration, criminal justice, civil justice, commerce, labor, environment, social security, human rights, etc.

The success of the conference has created a scientific forum in order to contribute a scientific voice in building the Socialist Rule - of - law theory as a basis for building and basically perfecting the Socialist Rule - of - law State model which truly belongs to People, by the People and for the People.
